MEP held a thematic news conference on Mar. 23 to release information on the written instructions of the State Council on the 13th Five-Year Plan & 2025 Long-range Objectives for Nuclear Safety and Radioactive Pollution Prevention and Control (hereinafter referred to as the Plan) and the text of the Plan.
The Plan fully demonstrates how the CPC Central Committee and the State Council have attached great importance to nuclear safety and the prevention and control of radioactive pollution and represents President Xi’s outlook on nuclear safety-“rationality, coordination, and collective advancement”, the fundamental concept of giving equal weight to nuclear safety and development, and the close concern of the CPC Central Committee with Comrade Xi Jinping at the core to the people’s immediate interests. The drafting and implementation of the Plan are of great importance to uplifting the nuclear safety regulatory capacity, taking the safety of nuclear facilities up to new levels, reducing nuclear safety risks, advancing the efforts against radioactive contamination, maintaining sound radiation environment, reassuring the public about nuclear safety, and moving forward with the implementation of the “go global” strategy and the “belt and road initiative” for nuclear power development.
Guo Chengzhan, Director General of the Ministry’s Department of Nuclear Facility Safety Regulation, said the State Council recently adopted Plan is an integral part of the top-down blueprint of the Central Government for national security, an essential part of the eco-environmental protection strategies and plans, a specific plan for guiding and strengthening the nuclear safety and radioactive pollution control in China, and a safeguard plan for realizing the safe and healthy development of the nuclear energy and technology utilization undertaking.
In the written instructions, the State Council approved in principle that the Plan be printed and distributed together by MEP, NDRC, MOF, NEA, and SASTIND, and its implementation also be organized by them. In implementation of the Plan, efforts will be made to fully implement the guidelines of the 18th National Congress of the CPC and the third, fourth, fifth, and sixth plenary sessions of the 18th CPC Central Committee, thoroughly practice the guidelines of the important statements of General Secretary Xi Jinping and his new concepts, new theories, and new strategies on running the country, earnestly carry out the decisions and plans of the CPC Central Committee and the State Council, and take all factors into consideration while implementing the overall plan for promoting the economic, political, social, cultural, and ecological progresses and make coordinated efforts to promote the “four comprehensives” strategic blueprint. Also, we should firmly bear in mind and earnestly practice the “innovation-based, coordinated, green, open, and sharing-based” development concepts, embrace the “rationality, coordination, and collective advancement” based outlook on nuclear safety, and hold onto the fundamental policy of “safety first and quality priority”. We should, by focusing on the risk prevention and control, reliant on the law-based nuclear regulation, under the guidance of nuclear safety culture, with reform and innovation as the locomotive, and under the support of capacity building, assume the main responsibility for nuclear safety, continuously uplift the safety level, and safeguard the safe and efficient development of the nuclear energy and technology utilization undertaking in China.
The written instructions emphasized that through the implementation of the Plan, the safety levels of in-service and underway nuclear facilities will have been notably improved, the nuclear power safety will have been kept at internationally advanced level, the radiation accident rate of radioactive sources will have been further brought down, the nuclear security and emergency response capacity will have been enhanced, the nuclear safety regulation level will have been uplifted significantly, and the nuclear safety, environmental safety, and public health will have been effectively guaranteed, by the end of the 13th Five-Year Plan period. By the year 2025, the nuclear facility safety in China will have reached the internationally advanced level, the radiation environment quality will have been kept at a sound level, and the nuclear and radiation safety regulatory framework and capacity will have achieved modernization.
The written instructions required that the people’s governments of all provinces, autonomous regions, and municipalities directly under the Central Government strengthen the organization and leadership, perform their respective responsibilities, improve the policy measures, organize the drafting of the implementation plans based on local circumstances, make full-throttled efforts to meet the objectives and carry out the tasks specified by the Plan, and move forward with the efforts in securing nuclear safety and preventing and controlling radioactive pollution. Relevant departments and organizations under the State Council should, based on their respective responsibilities, further team up and take the initiative to give support in respect of the implementation of the policies, the arrangements of the projects, the securing of the funds, and the innovation of the schemes and mechanisms. MEP should strengthen the overall coordination and work with the NDRC, MOF, NEA, and SASTIND to follow up, analyze, promote, and inspect the progress in implementation of the Plan, work on new developments, address emerging problems, and wrap up fresh experience, organize mid-term and final evaluation at a proper timing, and report to the State Council on key matters.
Guo said that the Plan sets forth six objectives, 10 major tasks, six key projects, and eight safeguard measures, which fully demonstrates the guiding principle of “developing the nuclear energy and technology utilization undertaking on the precondition of ensuring nuclear safety” and the fundamental policy of “safety first and quality priority”.
